    Corruption is a global and cross-border problem that has far-reaching consequences on nations and societies. Nigeria is not an exception. As we grapple with the challenges of reducing corruption in the polity, we must recognise that this criminal activity thrives on opportunity to commit the act.

    The latitude for corrupt acts in organisations comes in the form of weak internal controls, wide discretionary authority, poor record-keeping, poor supervision, low personnel quality, lack of ethical values, lack of early warning systems, excessive human interface between service providers and service beneficiaries etc.

    While the full weight of the law must be brought against corrupt persons, it is crucial that in addition, anti-corruption efforts be focused on prevention through system reforms and reduction of opportunity for corruption.

    The Independent Corrupt Practices and Other Related Offences Commission (ICPC) in fulfilment of its mandate at Section 6 (b-d) of the Corrupt Practices and Other Related Offences Act 2000, vigorously pursues systems reform to deliberately and consciously shut the door against illicit activities.

    We not only identify corruption-prone processes, practices and procedures in government agencies but work with them to institutionalise corruption-free processes and enforce compliance. There are on-going collaborations to strenghten the ethical tone of Ministries, Departments and Agencies (MDAs) through Anti-Corruption and Transparency Units (ACTUs)

    His Excellency, Mr. President Commander in Chief of Armed forces, Federal Republic of Nigeria, Muhammadu Buhari, GCFR, approved the re–constitution and appointment of Chairmen and Members of the Governing Councils of the Federal Colleges of Education. The Councils were inaugurated by the Honourable Minister of Education, Mal. Adamu Adamu on Thursday 25th May, 2017 at the National Commission for Colleges of Education, Abuja. Retreat for the Chairmen, Members and Principal Officers of all Federal Colleges of Education took place between Thursday, 25th to Friday, 26th May, 2017. Provosts and Principal Officers of the affected Federal Colleges of Education were on ground to receive the Chairmen and Members at the inauguration venue.

    Ekpo Okon: The Search for Relevance

    The recent resignation of the former chairman of Peoples Democratic Party, PDP, in Cross River State from the All Progressives Congress, APC, after just a few years of membership in the nation's ruling party, should not surprise anyone. In the first place, it is the way of all politicians. Changing political parties as harlots do to their unholy clients, is a way of life for politicians - this is what they do in their search for relevance.

    Ntufam Ekpo Okon is a courageous man that loves the forward movement and desires to rob shoulders with the strong, the determined and the successful. As a staff of Nigerian Television Authority, NTA, the extremely humble Ekpo Okon was highly ambitious. He did not bombard colleagues and neighbours with his ambition. In fact, it was top secret until what or where he sought to fix himself materialised.

    He contested election as chairman of Nigeria Union of Journalists, Cross River State chapter and won the election. He focused on fruitful leadership of the union with his tenure emerging as one of the most memorable in NUJ leadership in the state. His tenure witnessed steady growth of the NUJ in the state and there was real unity among journalists. The NUJ leadership did not play the sycophant to the government of the day but worked with it as a partner. The leadership of the Cross River State NUJ was not accused of corruption, a common ill of the body for bookmakers.

    Ekpo Okon had tasted power and the lure of it during the state NUJ chairmanship years. During the chairmanship years, Ekpo Okon was plotting his next line of action and which ladder to climb to move him further from the crowd. He knew his onions. Rather than return to struggle for positions in the NTA whether local or national, Ekpo Okon decided to wallow in the murky waters of Nigerian politics.     r. Ekpo Nta from Ndukpoise, Nsit Ubium Local Government Area of Akwa Ibom State born on 12th October 1952 is a Lawyer, Political Scientist, Educationist and Administrator. He has had a rich Civil Service career spanning over thirty years in various State and Federal Public services. He retired from the Niger Delta Development Commission (NDDC) as Director of Administration & Human Resources Development.

    Primary Education: Commenced at Zaria, Kaduna State in 1958 and concluded at St. Anthony’s Primary School, Molete, Ibadan, Oyo State in 1964.

    Secondary Education: Commenced in 1964 at Loyola College, Ibadan and completed (after the Civil war) at Hope Waddel Training Institute, Calabar in 1971.

    Tertiary Education:
    University of Ibadan: Admitted in 1972/73 to study Chemistry, Physics and Botany under the Prelim Science Programme and later obtained: B.Sc.(Hons) degree in Political Science (1977) majoring in International Relations; and M.Sc. in Political Science (1980)majoring in Public Policy & Statistics.
    Obtained from University of Calabar LL.B (Hons)1987 degree in Civil Law majoring in Public International Institutions. And from Nigerian Law School, Lagos obtained the B.L. and was called to the Nigerian Bar as a Solicitor & Advocate of the Supreme Court of Nigeria in 1988.
